Compensation: $75,000 – $100,000 annually

Position Overview

Wheeler Staffing Partners is seeking an experienced Human Resources Director to lead human resources operations for a healthcare facility in Waco, Texas. This role is responsible for overseeing all core HR functions, including recruitment, employee relations, onboarding, benefits administration, payroll processing, compliance, training, performance management, employee engagement, and retention initiatives.

The ideal candidate will bring strong healthcare HR experience, payroll administration knowledge, and the ability to manage multiple priorities while maintaining compliance with federal, state, and accreditation requirements.

Key Responsibilities

Human Resources Leadership

  • Oversee day-to-day human resources operations and employee lifecycle activities
  • Interpret and communicate HR policies, procedures, and regulatory requirements to employees and management
  • Develop and implement employee engagement, retention, and workplace culture initiatives
  • Serve as a trusted resource for employee relations matters, performance concerns, and policy interpretation
  • Maintain confidentiality and professionalism in all HR activities

Recruitment & Talent Acquisition

  • Coordinate full-cycle recruitment efforts, including job postings, candidate sourcing, interviewing, and hiring processes
  • Conduct reference checks, background screenings, and pre-employment activities
  • Partner with department leaders to support workforce planning and staffing initiatives
  • Manage onboarding activities and ensure a positive new hire experience

Training & Employee Development

  • Coordinate and facilitate employee orientation programs
  • Manage annual training requirements, competency assessments, and continuing education initiatives
  • Ensure employees maintain required certifications, licenses, and compliance-related training
  • Support leadership with performance management, employee coaching, and corrective action processes

Payroll Administration

  • Maintain accurate employee time and attendance records
  • Process payroll, payroll adjustments, PTO payouts, supplemental payments, and payroll corrections
  • Audit payroll data for accuracy and compliance
  • Prepare payroll reports and overtime analyses for leadership review
  • Ensure timely and accurate payroll processing and recordkeeping

Benefits Administration

  • Serve as the primary liaison for employee benefits programs
  • Coordinate benefits enrollment, open enrollment, and employee education activities
  • Maintain records and documentation related to health insurance, retirement plans, disability coverage, and other benefit offerings
  • Assist employees with benefit-related questions and issue resolution

Compliance & Risk Management

  • Maintain personnel files and HR records in accordance with applicable laws and regulations
  • Ensure compliance with federal, state, and healthcare regulatory requirements
  • Coordinate workers' compensation reporting, claims administration, and incident documentation
  • Support audits, accreditation readiness, and compliance initiatives
  • Develop and maintain HR policies, procedures, and documentation standards

Required Qualifications

Education

  • Bachelor’s degree preferred
  • Equivalent combination of education and relevant experience may be considered

Experience

  • Minimum 5 years of Human Resources experience required
  • Minimum 2 years of employee relations experience preferred
  • Minimum 2 years of payroll processing experience preferred
  • Healthcare industry experience required
  • Experience supporting compliance, onboarding, recruitment, and benefits administration functions

Required Skills & Competencies

  • Strong knowledge of human resources practices, employment law, and compliance requirements
  • Experience with payroll administration and timekeeping systems
  • Excellent employee relations and conflict resolution skills
  • Strong verbal and written communication abilities
  • Proficiency with Microsoft Office Suite, including Word and Excel
  • Exceptional organizational, time management, and prioritization skills
  • Ability to manage multiple deadlines in a fast-paced healthcare environment
  • Strong attention to detail and commitment to confidentiality
  • Ability to work independently while collaborating effectively with leadership and staff

Additional Requirements

  • Ability to obtain and maintain CPR certification
  • Ability to complete required behavioral health de-escalation training
