General Description

Under the direction of the State Parks Regional Director, this position performs complex (journey-level) project management work, including oversight of all maintenance, repair, and safety functions of Region 5 State Parks. Responsibilities include program budget management, consultative services and technical assistance, planning and implementing major agency programs such as major repair, safety, alternative workforce, utilities systems management, fleet management, facilities management, and equipment management. The role coordinates with park staff, Austin-based program staff, and personnel from other divisions, agencies, and local entities. It plans, assigns, and supervises the work of others, conducts inspections of vehicles, equipment, and facilities, and works under general supervision with moderate latitude for independent judgment. Additional duties as assigned and compliance with Agency, Division, and Branch rules, regulations, and procedures are required.

Qualifications

  • Minimum Qualifications – Education: Graduation from an accredited college or university with a Bachelor’s degree.
  • Minimum Qualifications – Experience: Five years of recreation‑related management or facilities support program management; Five years of facility maintenance, utility systems maintenance, structural maintenance, or construction field experience (concurrent experience acceptable).
  • Minimum Qualifications – Licensure: Must possess or be able to obtain, within 30 days of employment, a valid Class “C” Texas driver’s license (or higher). Retention of position contingent on obtaining and maintaining the required license.

Acceptable Substitutions

  • TPWD employees hired prior to January 1, 1998, with no break in service and a minimum of sixty semester hours, may substitute two years of TPWD experience in park management, supervision, or operations for the required degree.
  • Facilities Management Administrator (FMA) Certification or Systems Management Administrator (SMA) Certification may substitute for the required degree.
  • Ten years of direct supervision of facility maintenance, utilities systems maintenance, structural maintenance, or construction field may substitute for the required degree.

Preferred Qualifications

  • Preferred Education: Bachelor’s degree in Park Administration, Recreation and Parks, Wildlife/Fisheries Science, Natural and/or Cultural Resource Management, Forestry, Biology, Anthropology, Archaeology, or History.
  • Preferred Experience: Purchasing experience in areas such as construction, maintenance, and repair services, equipment/vehicles, and commodities.
  • Preferred Licensure and Certifications: Current Class “C” or higher Water Operator and Class “D” or higher Wastewater Operator licenses (TCEQ); Current Project Manager/Project Management Professional Certification; Current Facilities Management Administrator Certification; Current Systems Maintenance Administrator Certification.

Knowledge, Skills, and Abilities

Knowledge of requirements to ensure compliance with rules, regulations, and policies pertaining to facilities and asset management.
