A major hyperscale data center developer is expanding into a rapidly growing market and is seeking an experienced Construction Site PTW Director to lead the development, implementation, and management of the site's Permit to Work (PTW) programme across one of the most advanced digital infrastructure projects in North America.

The Role
As the Construction Site PTW Director, you will be responsible for leading and administering the site's Permit to Work programme throughout construction, commissioning, and energisation.
You'll establish and maintain robust work control processes that ensure all high-risk activities are properly reviewed, authorised, coordinated, and executed safely. Acting as the central authority for Permit to Work, you'll work closely with construction management, commissioning teams, electrical contractors, utilities, and client representatives to ensure work is performed safely while maintaining critical project schedules.
This is a highly visible leadership position that plays a key role in delivering one of the world's most advanced mission-critical facilities.
Key Responsibilities
- Lead the implementation and day-to-day management of the site's Permit to Work (PTW) programme.
- Develop, issue, review, approve, and administer permits for high-risk construction and commissioning activities.
- Coordinate multiple concurrent permits across numerous contractors and disciplines.
- Ensure compliance with project procedures, client standards, OSHA requirements, and industry best practices.
- Manage permit categories including:
- Energised Electrical Work
- Lockout/Tagout (LOTO)
- Hot Work
- Confined Space Entry
- Excavation
- Working at Height
- Lifting & Rigging
- Coordinate Permit to Work activities alongside commissioning, energisation, and Integrated Systems Testing (IST).
- Manage Simultaneous Operations (SIMOPS) and ensure work activities are safely coordinated across the project.
- Interface with construction management, commissioning teams, subcontractors, utilities, and client representatives.
- Drive continuous improvement of site work control and safety processes.
- Promote a culture of zero incidents while maintaining construction and commissioning milestones.
What We're Looking For
We're interested in experienced professionals who have successfully managed Permit to Work systems or work control programmes on complex construction, industrial, or critical infrastructure projects.
Ideal candidates will have experience within
- Mission-critical or hyperscale data centers
- Power generation
- Utility or transmission infrastructure
- Oil & Gas
- LNG
- Petrochemical
- Industrial manufacturing
- Large EPC construction projects
Preferred Experience
- 10+ years of experience in construction, commissioning, industrial operations, or major infrastructure projects.
- Direct experience developing, implementing, issuing, and administering Permit to Work (PTW) systems.
- Strong understanding of Lockout/Tagout (LOTO), hazardous energy isolation, and electrical safety.
- Experience managing SIMOPS across multiple contractors and work fronts.
- Familiarity with commissioning, startup, energisation, and integrated systems testing environments.
- Working knowledge of:
- OSHA Construction Standards
- NFPA 70
- NFPA 70E
- Electrical Safe Work Practices
- High Voltage and Medium Voltage systems
- Ability to interpret electrical drawings, isolation plans, and construction documentation.
- Excellent leadership, communication, and stakeholder management skills.
Preferred Qualifications
- Bachelor's degree in Engineering, Construction Management, or a related technical discipline (preferred but not essential).
- OSHA 30 Construction Certification.
- NFPA 70E certification.
- Additional electrical safety, commissioning, or Permit to Work qualifications are highly desirable.
